Maya :: How To Get Tool Settings To Be Float In Its Own Panel

I have somehow managed to get the tool settings in Maya 2011 to be "floating" in its own panel. I don't know what I did that made that happen, nor what to do so the panel won't be "floating" anymore.
I know it must be something simple to fix, i'm just not sure how to fix it.
I have attached an image to try to show what I meant by "floating" tool settings in Maya 2011.
Can't see tool options panel.Win7 64 and Maya 2012...Click on the show tools options in upper right and tool options panel will not show, also tried using the menus but panel with tool options will not show?
Whenever i click on Show or hide the Attribute Editor And the Channel Box/ Layer Editor are working fine But when i press Show or hide the tool Settings its not coming up..
When I view a file in CS5, the colors are vastly different than when I view the same file from any other program on my computer. I calibrate regularly and want to be viewing as per the calibration on CS5- are there setting I need to change in CS5 or are those accurate and I need to change the settings in my control panel?
Is there a setting for the layers panel where you can set the maximum # layers or minimum that one can display on the layers panel. For some odd reason i can only set up 3 layers on the layers panel. Can you set up 8 or more layers(that become visible) on layers display. My lasso tool seems to be working normally now. etc.
For some reason, every panel is now missing it's associated menu bar. I've tried doing research for a command to restore them using a MEL command, but to no avail. I did nothing to remove them in the first place.
Any issues with the tracking settings in the character panel on PC? When I type in a value and click the enter key, it seems to round down or round up to a close, but random number.
I cannot remove old settings/measurements from Lightroom 4.1 crop custom settings panel. I thought it was supposed to remove old ones as new were added this is not happening.the panel is full and I cannot remove to add new.
I have a couple of students whose models are flashing polygons badly when I orbit the panel. It kind of looks like when you have two polygons residing on the same plane, but I checked and that is not the case. The flashing stops when I zoom in on the model. When selecting an object, it becomes transparent (when zoomed out a bit).
The students said this occurred after they brought their model into the student edition, which they have at home, and saved it.
I am at a loss, and visually it is really bad. The renders are fine. Some of their objects have some modeling issues, but the flashing occurs with all objects, even simple ones.

So i have set up a facial control panel, using blend shapes and driven keys, but i need it to follow my character. If i parent it to the head, i doesn't follow when i grab the skeleton and move the character around, and if i bind it to the neck joint, i am not able to use the control panel, because the movement of the controls are locked, since they're binded to a joint.
Is there a way (perhaps through directly altering some .mel file) to have my default time always be NTCS? I figured File>save preferences would do the trick but it actually doesnt...
Is there a way to configure the mouse button settings in Maya 2012 similar to the Hot Keys editor for configuring key settings? I would like to change the ALT-RMB setting to pan the camera instead of dollying it.
I need this because I have a three button mouse on which the MMB is also a scroll wheel, and whenever I try to click it it always moves and starts dollying the camera view instead of panning the camera view. I can dolly with the scroll wheel so I would like to pan with ALT-RMB. Otherwise I cannot pan at all.
My render settings window will not appear. It used to, but then mysteriously stopped. how to get it back? I done the reboot thing but it never comes back.
When I open a fresh scene, load MR and go to Render Settings my Quality, Indirect Lighting and Options tabs are not working. Quality is minimised to the top left and the others are blank.

Im having issues using the mirror function in the "move tool".I select mirror geometry with these options : -x, merge with original, and merge vertices.
This copies my model and allows me to adjust both sides of the model by selecting a single vertex on either side.
"Is there a way I can set Maya to also mirror my cut poly and smoother operations?" As it stands now, Only the vertex's that existed when i mirror geometry are visable on both halves.
Also my center vertices are not attached to each other. So when i try to apply smoothing to the entire model it smooths right through the center of the head, basically creating two halves. Both halves are registering as the same poly.
For some reason, the top of my tool pallet/panel is now stuck behind the menu bar at the top of the screen. I can't access the top several tools or the "grab" strip at the top of the panel that allows me to re-position the panel. I've tried a number of workspace commands, closed and opened the tools panel, and restarted PS, but the panel stays put. how to reset the panels or otherwise get a handle on this thing?
Some tools I always use, some every once in a while, and some I never touch. Is there a way for me to rearrange the tools in the Tool Panel so my most used tools can sit next to each other? It would be nice to get rid of some of the tools too. I can always set a Hotkey if I really wanted to access them later.
I'm trying to animate a moving rope based on simulation data. I know how to import my motion data for individual objects.I've seen lots of tutorials where one uses simulations or soft bodies with IK in order to create a rope. how to use all these features and I want the rope to follow my coordinates exactly. I was hoping I could do something like the following:
1. create points in Maya which correspond to my data points 2. connect the points with a curve 3. loft a circle using the curve as a path in order to make a rope 4. move the points. due to History, the rope position is updated
Is there a way to do something like this in Maya? I've tried, and it looks like ep points do not have key-able channel data, so I can't create animations for them separately. I'm using .mov data file imports to generate x, y, and z motion keys for the points.
The 'Template' checkbox gets activated in Layer Options dialog box, and the box gets closed, then, the Layer name and several icons at the bottom of the Layer Panel disappear.The Layer is still there without a name, and rolling over the icons on the Layers Panel I can see the Tool Icons.Illustrator Prefs were trashed/restored using the Opt-Shift-Command restart shortcut.
