GIMP :: Decor Filter Has Disappeared From Filters Menu?

My decor filter has disappeared from the filters menu. Was using it yesterday, no problem. Today, it's just gone. I have uninstalled Gimp and reinstalled it several times and that does not work.
The version I am using is 2.8.4 and I have a PC with Windows 7. I have been using the program for the last two months with no problems and the more I use the more I like it.
Just to add the issue, I installed Gimp 2.8.4 on my wife's computer, and the filter is there.
I downloaded and installed GIMP 2.8.8 in Windows XP. The Filters menu option shows only Repeat last, Re-show last and Reset all filters.Nothing else in there. Where are the filters?
I am running Mac OS X 10.8.3, Gimp 2.8.4 and Python 2.6.5
I remember using Slice in the past, but I can't remember if it was before upgrading to Gimp 2.8. Now, there are only 2 items (Image Map and Semi-Flatten) under the Filters/Web menu. Slice isn't there.
I have been using gimp for a year or so to do simple editing on jpgs, but today i have starting working on easy multi layer images.
I am making a small portfolio. I made the image 8.5"x11". Added a gradient to the background. Added 2 text boxes, aligned them and finally imported an image as a layer. I then resized the image layer so it fits on my page.
All is great except I want to add a simple 2 pixel border with the Script-fu decor>border script. However it seems no matter my active layer the border is applied around the whole 8.5"x11" image. How do I make gimp only put a border around my image layer?
My problem is it's in its own menu under Filters and I would prefer to have it under Light and Shadow. So I open the script using Wordpad like I've done many times before with similar scripts and go to edit the menu path. I make the change, save it, and refreshed the scripts and I get the error "eval: unbound variable:" I tried changing it back and I got it again.

A co-worker scanned a photo and emailed it to me to edit it and try to improve it, but everything I want to do is grayed out so I can't select it and I can't figure out why. Maybe it has to do with how she scanned it?
It's CMYK, 300 dpi, and 8 bit.
I'd like to sharpen it and adjust the hue/saturation, but they're grayed out.
why this is happening and how I can work around this so I can make the changes I need to make?
In older versions of Photoshop there was a very beautiful filter - low pass. It could make blurry effect to picture. I liked so much to use it on my nature photos.
It was situated in Filters --> Sharpen (if i don`t mistake)
Where is it now? Why it`s not present in new versions of Photoshop (CS and CS2 don`t have it)?
After not using Photoshop CS4 for over a week (vacation), I have come back to work and found that I am unable to utilize the Filters or Filter Gallery on my projects.
I was working in Arch 2011, it crashed. When I opened it back up and clicked on the Big A to try and open the file back up, nothing happens! It looks like the program is active, if I don't try to navigate to a file everything seems to work.
Also, I can navigate to the file using Windows and 'Open With' which also works and the program opens the file and seems fine. I really need the navigation menu back though.
I have Elements 10 on a MacBook Pro with Mavericks OS. The "Organizer" menu bar which shows forward/back buttons, Search function, Organize, Fix, Create, Share functions etc. has suddenly disappeared. The program has been working fine for 3 years. I uninstalled the program and re-installed it but it did not fix the problem.
Unable to see the lines of the Graduated filter tool or the outlne and handles of the new Radial filter tool. They were visible when I first installed Lr5 and used them on several photos
I've just purchased Adobe CS6 and it won't let me use the filters menu. When ever I try to use (for example) the liquify tool, it keeps coming up with 'could not complete the liquify command because the file was not found" it keep's coming up with this message with any command I try to make from the filter menu.
My system crashed and it apparetnly effected AutoCAD 2006 LT. All my toolbars disappeared, etc. I now have it all back the way it was except for my right-click menu is all mess up.
Regardless if an object is selected or not, the Snap Menu appears, instead of the one I was used to (that included Erase, Move, Copy Selection, Scale etc. ). How can I get that back?
I am trying to install pixel bender into my filters menu. I have downloaded 64-bit extension as admin in CS5. It appears to be successfully downloaded, but does not show up in filters menu.
Is there a limit to the number of filters that Photoshop CS2 will display in the filters menu? If so, is there a workaround for a plugin maniac like myself?
I was doing a project at school on a PC and I came home and went to continue on my Mac and most of the options on the filter menu aren't there, specifically the artistic submenu, I searched through all the other menus and can't find it anywhere, am I just blind or is there something wrong with my copy of PS?
I'm testing a Photoshop plugin that's been dead since 2002, and runs in Mac OS 8.1 or higher, as well as Mac OS X up to Adobe Photoshop CS2. It's installed correctly in Photoshop 5.0.2 on Mac OS 9, but it only appears in the Filter menu on Photoshop CS2 in OS X.
