Photoshop Elements :: How To Place A Circle Around Moving Object

It is my understanding that in Photoshop Elements I am able to place a circle around a moving object or person and have that circle stay with/track the moving object or person as the video plays? Is this correct??

using imageready for this task and of course imageready has been integrated into Photoshop CS4.
What I want to do is evenly distribute layers around a circle, each layer must be evenly spaced.
This image is just a very quick and dirty example of what I want (aside from the fact that it isnt evenly distributed and I just painted dots around). What I want to do is evenly place these dots around the circle, each dot must be the same distance from the one beside it and across from it.

I rigged a model and everything was working fine. I then started going into the blocking phase of some animation I was going to do with it. After a review it was requested that I put some extra bit of rigging on the model. We basically wanted to have the ability to grab both eyes with a controller and pull them around positionally and have the bit of skin they cover follow along with the eyes. So I dropped in some bpones where the eyes are, made the controller bits, linked everything up, so far so good. My problem comes when I try to skin the mesh to the new bones I just dropped in. The verts I have selected, even when given a weight of .1 seem to shoot forward in space. They dont seem to be respecting the bones current position that they are being weighted to.
I fear this may have something to do with the fact that I have animation in this scene which I know isnt ideal but were doing a series of xreffing so our master rig file also contains our master animation data. Seperate files are saved out as backups but as far as working files, yeah, its all in there. So could this be whats causing my verts to jump forward in space when I am skinning a bone that they currently are at its position? Or perhaps some errant transform? In the image I have selected the two rings beneath his eyes and given them a weight of .1. As you can see the verts are shooting out in front of the mesh when they should be staying in place at the eye bone I am trying to skin them to.

I have a circle that I would like to move ‘Z’ direction along the Current UCS. The Current UCS can be in any 3d plane.The code that I have only moves the circle 5 units up along the WCS.

You have a dwg with multiple sets of different blocks and a circle you want to place on the insert point of each set blocks.Â
You select the circle then select one of the blocks in the set and the circle is placed on the insert point of each of the blocks in that set. It would save time from doing it manually and save on mistakes.

there are some points in my dwg that I can't move. I can rotate but not move. I noticed in the point file the ones that I can't move have a grey square in the cell with the point number and the ones I can move have an empty circle. How do I change the square to a circle?

what I can do, to maintain project world coordinates at exact place when moving UCS and PLAN.
For ex.I have this project, In witch I'm making house plan on one of those plot, to draw in comfortable position I want to rotate view with UCS.
 I type such command UCS/ OBJECT/ pick an object and ENTER, then PLAN/ CURENT and hit enter, now I have comfortable plan position to work with.
The problem of all this, is that when I redo all backwards, coordinates doesn’t correspond to previous places.

I'm having a strange reoccurring issue with 3D items in CS6. Lately, it's been involving 3D postcards. Whenever I merge them with another 3D layer, hide then unhide them, they reappear in a completely different position and get "stuck". When I try to move or scale them, they snap back to the previous location.

I need a way for Photoshop to place an object like Illustrator does. Sure, Smart Objects are nice but I need a method where I have a PS file and 1 or more layers in it are referenced. When these references are updated the PS file should update automatically (yes, I will have to have the file open and save ...). Illustrator does this ... page layout apps do this. I need for PS to do this or find a work method that will help do this. Any thoughts? The specific details:We have several hundred images of our app's interface. The images are composites of generic interface and language-specific interface. To make things easier when updating or translating docs we snag the local parts of the interface.We would then place and align the separate images in FrameMaker. We're moving to a new tool and output and we need to put all of the images together in a single image file but want to retain the ability to only update the localized sections. Smart Objects are not smart when trying to do this as they require you to either (essentially) re-import the object (using Replace) or edit the object from the composite image. If I follow the standard procedure (select both objects, align vertical and horizontal centers), both objects are moved to the center of the drawing:So the blue square has lost it's original position which is not good.

This is a detail shot of an ongoing project for a Group Challenge. The supplied image was the door and steps, and you can see what theme I am going with. The entire guitar has been constructed as PS illustrations. The strings are a four layer smart object bent from the Nut to the tuning pegs with Puppet warp, but I need to curve the strings around the pegs to look like they have been wound.

Every time I re-open a file containing a 3D object placed in the document, if I do a minor change (texture, color or position) the 3d object jump to his imported place in the document and lost the position and direction I placed it.

I've imported a short (2 second) video into PS as layers together with a still of the same scene. I want to create a mask for a flower which is moving. Do I need to mask each individual frame or is there an easier way of achieving this? I can't just create a big mask round the flower and it surrounding area as the colors won't match in both versions.

I am attempting to place a material on a simple plane (in the file it is Plane 02, the hill like object).
For some reason, when I drag and drop the material from the material editor onto the object in the view port, the material does not apply.
This is how I always have applied materials and I can't figure out what is happening. Neither the space bar lock, nor Freeze are in effect.

If I want to place an object in illustrator cs6 on a specific place (for example rectangle, left above corner on X=14mm) and I fill this value in the transform field and I tap the enter button, illustrator places the object on X=14,033.
Why does illustrator do this and how can I avoid that illustrator adjusts my specific X / Y values?

How do i move an object lets say for example 34 pixels down?
I know how to move an object with the mouse and i know how to nudge with the arrow keys, but but i need to make a macro that moves my layer the sam amount of pixels everytime, or even better if theres a way todo like this, "move object to x-234, y-103"

I'd like to put a circle dead center around an object. How would I do this?Â
Also (related), I'd like to at times use Corel Draw more like a CAD program and specify the radius when I round corners on a rectangle or give dimensions when I create a new shape (line, rectangle, circle etc). Is this possible?Â
And in CAD, many times I'll use the divide and break feature to align centers some objects created along a straight line. Is this possible in Corel Draw?

Using Autocad 2000LT and trying to locate as many 1.5" diameter circles as I can within a 21" diameter circle keeping all the circle .500" apart from any other circle and .500" away from the outer edge. Am using the array function. Trying to bring the first circle up to the line thats .500" in from the 21" outside diameter.
First when I zoom the 1.5" circle looks like a series of lines, not a smooth round circle. First how do I smooth out the appearance of the circle. Second, what commands do I use to move the edge of the circle to just tough the line so that when I measure from the outside dia to the far edge of the small circle I get 2".

Let say I have a pot of flower I drew in Illustrator and I want to place it on a Perspective grid so that I will have half of the drawing snap on Left Grid in the perspective and another half snap to Right Grid?
