AutoCAD 2010 :: Conditional Layer Lock And Readonly?

We are using AutoCad 2012. Our company have more than 32 disciplines. For any projects the drawings are prepared with many disciplines. Civil does the civil drawing portions, water does the water pipeline portion, electrical does the electrical cable layout portions etc. etc. Each departments have their own set of layers in the drawing.
Now the problem is civil can accidentally modify the entities of electrical departments / utility departments. Though we lock the other disciplines layers programmetrically, but user can unlock the other disciplines layers easily if he wish to. Can we make those other disciplines layers read only? So that users can draw / modify in his own discipline layers but can not do that in other disciplines layer. But he can refer those layers / copy entities from those layers if he wish to? Some sort of xref type of thing is required, but we can not use xrefs as we work in a single drawing and our custom drawing management system is integrated with this type of file system accross the offices.
I am in 2D mode in autocad, drawing a plan. I have locked one layer and also increased the translucency, jet my snaps still respond to the objects in this layer, where all I want to do is keep it as an underlay while I draw the rest of the things. The objects within this locked layer are also selectable, they come up with doted lines once selected, but I can't edit or move them, because the layer is is locked.
Is there a way to lock the layer, so that it is completely ignored by snaps and selection, jet kept visible with little transparency?
I am using AutoCad 2013, and there are only blocks within this layer.
Is there a way to lock the current layer (to say layer 0) so that is STAYS the current layer regardless of my isolating, turning layers on and off etc?
Really annoying to keep getting those "Are you sure you want to turn off the current layer" messages and it would prevent me from either drawing thing on a layer I don't intend to, or drawing on a layer which is off (which confuses me every time).
I dont know if this an Autocad Lt 2012 or windows 7 function, but a lot of times when I'm typing in Autocad (using Dtext), the caps lock seems to switch itself on and off, which of course is extremely annoying.
I have a dual monitor setup and I maximize acad2011 on monitor 2 and have my toolbars on monitor 1.
I like to have my toolbars floating, but justified to the side with the 'gap' between the montiors so the tool bars fly out and I can see my email or reference docs or whatever on monitor 1 also. Sadly every time I close and re-open acad my toolbars re-justify to the center of monitor 1. I've tried unlocking and locking but that doesn't work. I am using the 'better', errr, excuse me, 'classic' workspace.
My workstation had a major reset and my customization (retrofit) making my group lock key-combo [Ctrl+Shift+A] as it had been some time in the past is lost. It has been so long since I meddled with setting hotkeys that I cannot remember where that is done. I either need to know how to toggle the group lock in the "out of the box 2012" or where to set my hotkey prefs.
It is said that a fool's voice is known by multitude of words... I'm just writing this stuff instead of saying it outloud... that's my loophole.

I rearranged the order of the panels of the "Home" tab to suit the way I like them to be. When i come in for work and open AutoCAD for the first time, or even if I need to shut it down and open it back up, not only does AutoCAD not start in my profile, but when I do set my profile to current, all of the panels rearrange themselves into default location. I even went into the 'Tools> Customize> Interface' menu to change the order the panels are set in there, but it still doesn't work. Everyday, I need to manually change their locations.
Lock/unlock commands have three major problems! No “window selection” to select the layers required to be locked in one go. For example, the “isolate” tool works fine with window selection! In principle, I have no idea about the philosophy beyond which some commands are banned from “window selection!No BUILT-IN icon to Lock All or Unlock All (sure, we can customize it but I’m talking about having this command as built-in)The AutoCAD doesn’t give an alert if a command is applied in the location where particular layers are looked. For example, in many cases, we get into trouble as we move particular objects to discover later that some of the objects were locked! That’s fine, but the AutoCAD should give warnings in case a command is applied where some layers are locked.
I just got a new dell inspiron laptop and installed ACAD 2011. Normally I draft with the ortho lock on and hold down shift when I want to disable it temporarily. With my new laptop this doesn't work. Holding shift down doesn't seem to make any difference at all.
I want to create a hot key that will lock viewports on/off. The command is MVIEW / L / ON OR OFF. What I would like to do is have VPL lock viewports and VPLL unlock viewports. How can I do this?
I was curious if there is a way to lock a specific attributes contents in autocad 2012. I have an attribute with a field inserted that I don't want people to be able to change. If this is possible
How to turn of the "lock symbol" from showing when you run your crosshairs (outside of a command) over a locked layer. Its annoying and i would like to turn it off.
Also, when offsetting a line, is there a way to turn off the imaginary offset line that indicates the offset side, again its annoying and i'd like to turn it off.
I went to lock a Layer (the whole layer) and could not - I had to Lock the item IN the Layer (one item: and the Layer still did show as Locked).I have a screen shot; but, it's been a bit & I don't see how-to attach it.Plus, shouldn't I have been able to Lock the Layer & the item in it? Is this a Bug?
How to toggle the layer lock/visibility in CS6 than in the earlier versions.
It seems that there's more padding around the lock/visibility icon, and you have to be really precise to click it... increasing the row size doesn't really make any difference, as the "padding" is still there. Wheres in the earlier versions clicking anywhere within the toggle box would enable/disable it.
1. I try to use any auto correction such as tone, and nothing appears to change
2. I see the small layers 'background' icon flashing as I do this into the black and white check pattern
3. It seems that the layer background is partially locked- (when I scroll my mouse over the 'lock' icon this is written)
Yet there is no icon above in 'lock' that is highlighted. So I cannot unlock it.I am able to adjust in all other methods which are not auto corrections. Perhaps I changed some settings accidentally?
currently on trial with X5 (on jobsite)...registered user of X3...is there a way to "lock" pen weight and color with each layer? doing tech Illustration, would be useful to maintain line weights used between layers.
When i click on the green line has you can see on the image. The layer toolbar wont show me the right layer, like if it's not working. But i can see the right layer inside propreties.
Is there a system variable to ajust to see my layers inside the Layer tool bar?
I am finding the layer combo control in 2010 an annoyance. The drop down box does not access as many layers as did the version in 2009, and I find myself continually searching through the drop down box to reference a particular layer. How to rectify to have it similar to 2009?
Up until now, we have been entering room names for scheduling manually. I would like to be able to create a psd, whereby the room name is the space style name - *UNLESS* - a value has been entered in any of the manual room name properties. I am sure I can do this with a formula property but I am having trouble wrapping my head around it.
I have 3 manual property definitions in my PSD: (the names corelate to the position in the room tag)
Name_Manual_Top Name_Manual_Mid Name_Manual
Additionally I have one which concentates these 3 for the schedules:
Name_Manual_Sched
So I need something that says:

I have an alignment running counter clockwise at the perimeter of a septic bed. I’m trying to use a conditional subassembly for the grading.From 0’ to 5’ of fill, grade to existing @ 3:1.Greater than 5” of fill, add a wall (no more than 4’ high) and grade to existing @ 3:1.
I am working on implementing Chad Studer's techniques from his presentation at Autodesk University for corridors with conditional subassemblies at the driveways. Basically I created a corridor with two driveways for a test run. When I select the corridor and look at the object viewer, there are several lines going to who knows where at both driveways. But a look at the properties of the finished grade surface generated doesn't show anything out of the ordinary. I had the conditional subassembly look for a polyline on layer "driveway." It appears that there may be a gap in the corridor at each end of the pollyline. I've attached the drawing file.
