Photoshop :: Insert Picture Into An Existing Layer?

I've got a Photoshop file that someone wants me to use as a template. It has an existing layer that I need to put a picture into without modifying the layer or creating a new one.
Everytime I add a picture it comes up as a new layer. How can I add it to the existing one?
I successfully exported the catalog from my old Vista Computer running elements 6. I imported the catalog to a Sony Vaio running Windows 8.1 . All pics and albums are in the organizer. However I cannot add additional pictures from a file folder in the organizer to an album that is also in the organizer that was previously created in elements 6
I know that if I make a selection I can press Ctrl + J to promote that selection to a new layer. Is there a way to promote the layer but leave the focus on the existing layer?
What would be the absolute icing on the cake would be if I could have the focus stay on the existing layer AND for the selection that has just been promoted to be de-selected.
I have a black and white image I want to use this layer as a transparency/opacity mask to another layer of the same dimensions. Is it possible to import the existing black and white image as the layer mask as opposed to manually painting in the mask?

how to insert TAGS in existing dynamic blocks. Is there a way to then make the tag move around so that I can move it anywhere. If too many blocks have to placed next to each other the tags might make the drawing too busy so I want to be able to move the tag around after the block has been placed.
I've been using photoshop for a while with no problems, but last night I tried and failed to cut a picture of me (snowboarding down a small slope) from photo 1, and paste this into another photo 2 (a picture of a pro jumping through the air).
After removing the professional snowboarder from the photo, using the clone tool, I pasted my picture onto the photo. Thereby making myself look like a pro. (long story about me and a competetive friend).
Alas I was massive compared to photo 2. I was bigger than the ski-slope itself. I tried to shrink myself, but my picture changed resolution, my photo wasn't cut properly, and so many other problems.
I looked through the helpfiles and found stuff about layers, but nothing about cropping, pasting, resizing.
Shortly I installed on my Mac OSX 10.6.8 the testversion of the Photoshop Elements 11.0. I tried to insert text in the picture and I choose the text-size 100 pt, but the text result very small.Where is the problem
I am trying to insert a picture of an individual behind a fence standing in front of a house. Is it possible to do this with Gimp? I have uploaded the two pictures. I want to put the handyman behind the white picket fence, walking up the driveway. Is that possible? I just downloaded a sample of this from Bigstock. automatically insert the arc like the picture? Is there a setting somewhere that will do this? Right now when we have a location that cannot accomodate the text we are drawing an arc and grip moving the dim text to the new location. I am trying to find a more automated way to handle these types of situations.
Is there a way to cut pixels from one layer and paste them to a selected layer (as opposed to pasting the pixels to a new layer which is created by PhotoShop)?
Also, is there an easy way to make sure that the pasted pixels remain in their original position with respect to the overall canvas? I'm simply trying to move pixels from one layer to another layer while maintaining the position of the original pixels.

Whenever I cut and paste a picture into it, the pasted picture becomes "Layer 1" but I want it to paste onto a layer which is already there (rather than become a new layer).
i have 2 jpg picture files and I want to make one new one picture or copy the picture from one file and place it next to the other picture in the other file.

I am able to do the same directly from photoshop by just selecting the portion of the layer where i need to insert image using pen tool then paste the image and resized it.
I can no longer drag and drop photos within photoshop elements 12. When working with a layer, I want to move it to a layer within another existing file, and no longer have the option. The only way I have fixed the issue in the past is uninstall and reinstall the program. I've read other forum posts and followed the instructions by resetting preferences and it does not work.
