Paint.NET :: Resize / Distort Selected Part Of Image?

But I only have (can only afford) the Photo Net free Version 3.3x, 3.5.I have a photo, say 2000 x 1500 px.  But it is distorted.  It looks like the two people in it have 25-inch legs. So I need to select the bottom half (rectangle select)

- and "stretch" that selection (not the whole image) from 1000 x 1500 px to 1250 x 1500 px!
The revised image with therefore be 2250 x 1500 px. 

- but it will no longer be distorted

- and will include all the data in the opriginal photo. 

All Serif PhotoPlus does is:-

- stretches the selected rectangle

- but keeps the same 2000 x 1500 dimensions

- simply by cropping off the bottom 200 or so pixels. This is not what I want.  instead, whether or not Photo Net Version 3.3x, 3.5 is capable of resizing / changing the dimensions of a selected part of an image, i.e. stretching it along one axis? 
 
It will really get me out of a hole that could never have been envisaged for such a simple, routine photographic requirement.

How do I resize a selected portion of an image?

I would assume that the purpose of a 'selection' tool is to apply edits, effects, and changes to a selected portion of an image without effecting the entire image. But when I select part of my project and go up to the 'image' menu and try to resize just that part, it resizes the whole project. Is there any way I can select something and change its size?

In my image there is an white sky background, where in front there is an person wearing white shirt.

I want to select a by color part of the sky. So I am using magic wand (match mode "color"). The problem is that it select the white shirt as well.

So, using freehand selection, I selected just the sky. Once I want just a color (not all sky), I am trying to to use magic wand (match mode "color" in mode "replace"). But once already exist a selection, the magic wand isn't available to "replace" (just in other modes - add or remove).

How could I make this selection without selecting the shirt? The intent of my first freehand selection was to protect the magic wand of selecting the shirt...

Illustrator :: Distort Only Part Of An Object?

still getting used to manipulating (esp distorting) objects. I haven't been able to figure out how to distort just a portion of an obect.
 
I have an object (a compound shape) with many anchor points, an object made from a scanned ink drawing. It's a helmet with two intricate pieces that come down on either side. I need to make these hanging parts shorter while the rest of the object remains unchanged, so I want to basically select these parts of the object via the direct selection tool and resize them vertically, but all of the distortion tools I can find effect the entire object.
 
I tried to separate these parts of the object, distort, then re-attach them to the main object, but then I loose the compound shape and all the "holes" on the inside of the object become filled and don't come back even when I re-compond the shape. Also, this seems like an impractical work around to a simple problem.

I want to produce images that are exactly 4" x 6" to use as masters to make 4" x 6" borderless photo prints. I use Resize > Canvas Size > Absolute Size > 4.00 width > 6.00 height. When I save a print the resulting images are not exactly 4" X 6" so they do not produce useful borderless photos. Different photos have produced different size images using those same settings. The only way I have been able to learn that they are not the exact size that I need is to print and measure them.

Is it realistic to expect Paint.net to produce images that are exactly 4" x 6"?

Is there a better way than printing and measuring them to determine that the images are the desired size?

Im new with Paint .Net. What i would like to do is get an image which is 4248 x 3163 and resize it to around 250 px - this was done successfully however the next part of this task was to paste this image onto another background and float it to the right. So you know this is supposed to be a logo.

Now should i create another new paint .net page with the size i have in mind and then paste it to the right?

I have just been trying to resize some images on the latest version -  3.510.4297.28964 - and I have typed the measurements that I wanted into the print size fields on the resize dialogue. The actual sizes the program resizes the images to differ though - some look to be about right, whereas some come out much larger, but they all show the dimensions that I inserted in the canvas size box. 
I'm sure I've done this before and this hasn't happened?

Paint.NET :: Moving Selected Item Automatically Leaves Checker Board Pattern On Image

I just got a new computer (Windows 7) and I don't like the default "Paint" program that comes with it. I've been using the Windows XP paint program for a long time and Paint.Net was the closest thing I could find to it.

I don't use Paint to edit photos or create super detailed artwork. I use it to draw little things (the image size is usually 50x50 or 100x100 pixels) and zooming in to 400%-800%. I've used paint.net a few times but I was wondering if there was a place in the program that would let me set preferences. It would just save a little time making it more convenient and less frustrating.

These are the things that I would like to change:

1: When moving a selected item it automatically leaves a "checker board" pattern on the image. It's relatively easy to fix with the "Paint Bucket" tool. Though if there was an option to make it only leave the default area white it would be a time saver.

2: When moving a selected item it will automatically replace the image beneath where you place it. In the Windows XP program there was an option to either replace an image or to replace all other colors except white (255green+255red+255green on the custom color spectrum). Is there an option like that in this program?

3: After moving a selected image (using the "rectangle select" tool then the "move selected pixels" tool) is it possible to simply de-select the selected image without having to click on the "rectangle select" tool and right clicking? In other words, being able to move an image, deselect the image, then automatically return the tool to "line" tool?

4: While using the "Line/Curve" tool the 4 click and drag points automatically appear on it to make it "curve-able" so is there a way to just leave it as a solid line without those 4 selectable points appearing?

5: Is there a way that I can make "Line Tool" my default cursor instead of pencil?

I've been messing around in paint.NET for a while and I'm about to be done with a project bigger than it looks, but I have a problem. I wanted to create a kind of intro for my Minecraft Youtube videos and all was going great until I rotated the shovel. if I cut a part of an image out, and want to replace with another image, is there any way to know the correct size (in pixels) to make it match the deleted image portion?

I tried Properties but it gave me the dimensions for the entire image.

And I have no copy of the deleted portion to check its size because I enlarged it when I placed it originally in the entire image and didn't save it separately.

I've run into Paint.NET a few weeks ago. I think it's a very good choice for beginners (and maybe professionals too) at a graphic field. I've made some cool pictures (with some cool plugins inside Paint.NET or published at the forum) and now I wanna to make my own plugin.

The question is how to move and rotate a specific part of image at source canvas. The rest of the image must be untouched. I consider it's impossible to use Layers -> Rotate/Zoom tool directly (correct me if I'm wrong). So I should use a piece of C# code. I think source code of Rotate/Zoom tool would be very useful too but I couldn't find it.
