Paint.NET :: How To Create Cutouts In Templates

I am new to PaintDotNet, and NOT a graphics designer, so I am struggling through the "12 Tutorials in a PDF" as well as the Kindle book "Mastering PaintDotNet", but I have a problem at the moment. What I need to do is to create a template, a Wordpress Header, which has a circular cutout through which the client's logo can be seen.
Attached is a sample of the type of thing I mean, this one has square cutouts, but I need to create a circular cutout. I am aware that I can do it by creating a transparent layer, then drawing a circle and manually erasing the contents of the circle, but that is time-consuming and not very professional looking unless I zoom in to 1000% and use a small width eraser, which would take forever.

we have just upgraded from Inv 2011 to 2013. I am trying to create the drawing templates in 2013 by using the blank 2013 template and then copying our border from 2011 onto it. This works a treat apart from 1 thing.
The i properties do not get copied over as well so the sheet is blank from drawing number, title and the custom properties etc.

I've a batch of videos that I'd like to edit and subsequently upload.
It is possible to create a sort of project template that has the same title screens, transitions, and a final end credits? What I've been doing to date is just copying the last project and changing the data manually.

I've been trying to find transparent PNG Templates but i failed to find a good source if i googlesearch i get sitetemplates and that is not what i'm looking for
I'm searching for a good source of PNG templates such as hair, masks and fun/random stuff.
Just anything as long as it has a transparency and it isn't a website template

I have been workin on an art project for many months in the hope my game idea will be published in the future, there are a few companie that are willing to print your work and see how well it sells as a product,
My project needs to be put into templates ro resize the card size but the comany only accept file size 1900 x 2300, and i have been saving my work by using paint net canvas size 600 x 800 PNG?
will i be able to stretch my current size file to the size of 1900 x 2300 without affecting the quality of my art work done on paint net.

I have a situation where I need to place a curved door in a curved wall, I do not want to model in place or look for a work around but would like to create a family template that that could be used frequently.
In previous versions I was able to copy the metric door.rft and rename it to i.e. Metric Door_Radial Host.rfa. I would then be able to edit this template to suit my requirements, save and rename to .rft. This template would then be live.
In 2013 it seems that I cannot open a .rfa file for editing.

i am trying to set up templates at a new job and i want to create templates with an xref for the title block so when we start a new drawing, we use the template, save to the project file and everything is there with our title block already xref'd. my problem is, the path on the xref'd title block stays the same and is still referencing the location of the file i used when creating the template. if possible, when i save the new drawing to the project foldeer i want the xref to also move to the project file and the path to the xref to change.

I just installed PSP 4. I use print layout templates in my photo business. I have 115 layout templates that I backed up from PSP 3. When I copied the print layout templates into PSP4 the Print Layout templates interface crashed including the Averys.

A feature where when you press File, New, you can choose from a set of default and self defined size templates, for example, kinda what photoshop does, but you make the list yourself? So my most popular resolution is 1920x1080, but i use 1801x2528 and other sizes, i would love to be able to save and name these sizes to be selected from the File, New option. I know i can create blank canvases and save them to open and save again.

I'm not sure how this is done in Photoshop, and have not yet seen any tutorials on it. I was wondering if someone could provide me with some pointers.
There are two questions for this topic, first I want to describe what I'm working on then I'll ask the questions.
I took a picture of my daughter on her first birthday riding a stuffed horse.
I then found a picture of a horse for sale on the internet and wanted to cut my daughter out and put her on the horse.
I also took a picture out my front door. and I want to put the horse in my front yard.
I'm merely doing this as a self-tutorial as I am trying to learn Photoshop - I don't have any goal with the pictures other than to learn how to accomplish two things.
1) When cutting out the horse, and my daughter for that matter, I have an issue with the hair. In the original picture the horse's tail is dangling over lush grass. I live in the desert - so I either will need to cut out some of the tail or learn how to dissolve the green from the tail. Is there a way to accomplish this in photoshop?
2) The second issue is lighting issues. The original pictures of the horse and my daughter were taken on bright sunny days. The picture in my front yard was taken overlooking a storm coming in from the mountains in the distance. So I need to learn how to blend the images correctly to fit into the stormy picture.

I have found that if I use the drop-down to select a new part file, it does not use the default (and only) part template in my templates folder. I know this as there are several settings that do not match. If I click on the icon to open the new part dialog, it displays my templates (part, assy & drw) and creates the new file based on those accordingly.
Any setting that needs to be changed to correct this behavior?

I'm new to photoshop CS6 and I'm having some trouble. I'm trying to make cutout pictures like Melinda Gibson (see picture 1 and 2) but I can't manage to do this. I want to take a picture of the outline of a person (see picture 3) and cut out the center of the picture over another picture. That was I have the form of the person with the background of the second picture. But I can't figure it out. I tried to "select inverse" after using the magic lasso tool but I don't get the cut out, just a line

I'm trying to write a VB.Net program (Visual Studio 2010 Express) for Inventor 2012 that will add up the length of all the edges of a flat pattern including any cutouts/holes in the part. I need the total length to do an estimate on the amount of time required to cut out the pattern on a laser. How to get this info programatically in VB?

I am a total newbee to PAINT.NET (Windows 7)
How (and if it is easy) to scan in a base/master map map (for college projects) and then use PAINT.NET to manipulate another outline (secondary) map as a transparency over the base/master map:
1. Creating the background of the outline (secondary) map as transparent, leaving lines or points
2. Stretching the transparent outline (secondary) map over the base/master map so it fits as close as possible
3. Then after creating a number of transparent outline (secondary) maps create a slide-show of the seconday maps over the master map
4. If PAINT.NET cannot do this with ease any pointers what will?

Is there an effect that will make a font look like a stitched military name tape?

1. Can I create subdirectories, (e.g. one subdirectory for each plugin author), within the effects directory; and then place the plugin dll files within their coresponding subdirectory ?

2. Should/MUST the effects directory contain nothing but the individual dll files ? No subdirectories? No Readme (or other txt files) ? No nothing else but dll's ?
3. Can I create a subdirectory within the Paint.Net directory (e.g. "instructions") where I can save/store any saved instructions, comments on plugin use, explainations, etc. (similar to the way I might put explanitory comments within the body of source code) ? OR Should any such (selfcreated) directory/folder be kept in my own personal files ? (i.e. would the placement of any such file within the Paint.Net directory interfere with the functioning of Paint.Net ?

For my Kenwood receiver splash screen, I require an 800x480 16-bit BMP file with RGB vales of R5,G6 and B5. It seems that in paint.net I can create an 8-bit, a 24-bit or a default, with no other user-selectable parameters.

I would like to gather some photos from different files in a new tray so I can manipulate these photos together. I have tried to figure this out and I think I have done it before. But for whatever reason now I cannot use the add tray button nor can I do it on the organizer button at the upper left corner of the tray. When I click on more options none of the tray buttons are highlighted, so I cannot get it to create or delete or rename a tray.
