AutoCad 2D :: Cross Hairs Are At 45 Degrees

I am an occasional user of AutoCAD. I have a received a drawing from a company where the cross hairs are at 45 degrees and I can only insert dimensions at 45 degrees.
I have tried PLAN > Enter > Enter . This rotated both the cross hair and the drawing 45 degrees

Every so often while working in LT-2010 the cross hairs will vanish from the screen but you are still able to pick items (as u move the mouse lines, etc hi-light in the usual way) also when you come outside the drawing area the mouse pointer will reappear (only while outside the drawing, in the command bars, etc)
the only quick way to return the cross hair to normal is to hit another tab & then re-enter the tab or model i was in. there seems to be no particular command that causes this glitch .

When deleting bolted connections from my assembly using design accelerator I am left with black cross hairs where the connections used to be, I can't seem to delete these from my model either in the assembly itself or by editing the sketch, what are these, why are they left over from a deleted connection and how do I remove them  ... ? ?

I keep my command line docked, but as I type a command as an example "LINE" it displays my typing where

Had a problem when screen capture stopped working, stating that I had an audio problem, so I uninstalled X6 Ultimate and reinstalled.
Screen capture is now working EXCEPT that as soon as the recording starts, red flashing cross hairs appear which I cannot remove and they show on the captured video. This did not happen before when screen capture was working. Is there a resolution on how to stop these cross hairs from appearing.

Is there a way to turn off cross-hairs for Photoshop when using a very fine brush? i recently bought Wacom Cintiq 12WX and find cross hairs under the pen incredibly jarring.
i selected "normal brush tip" option in preferences > cursors menu and it works fine with bigger brushes but currently i'm working on a small-format illustration and use 1 and 2 px brushes a lot and cross hairs are still present for brushes that small.

When I click on a civil 3d object the contextual ribbon will light up (which is fine) but instead of my cross hairs comming back in the drawing window I get the pointer that would be used to select an item in the ribbon (in the drawing area) and I have to click in the drawing area to get my cross hairs back or to grip edit the object or to delete the object.
Is there a option/setting I need to change to be able to get me cross hairs back after selecting a civil 3d object?
Just move to Civil 3d 2012, this worked just fine in '11...

Suddenly my CS2 has started to act up. First, after opening a file and start to do a background erasing, the brush shows up as crosshairs.
after a brief time of working with those limitations, when I click on the downdown menus, they get highlighted, but nothing drops down. If I try to close the file or the program, all I get is a warning "ding".

Using Civil 3D 2012, windows 7 pro 64, Radeon HD6970 video card.
The pointer flickers when in AutoCAD, especially when in menus, between the arrow and the arrow / waiting circle. Also does this flicker with the cross hairs and the waiting symbol when in the drawing window. Have all the drivers up to date no luck.
Have also tried multiple different pointing devices. Also have several instances where text will not move or allow to be modified until I save and restart the program.

I am trying to annotate a floor plan to show the location/orientation of section, elevation and detail drawings. The labels must also indicate the appropriate drawing cross reference. (basically a circle with a arrow, text inside circle showing drawing cross reference). My question is - is there an automated way/library to insert such labels or do I have to create each of them from individual elements and make a block?

I am trying to use a spline to deform hairs on a object.
I have 1 editable spline, with multiple splines attached to it(1 spline which has been rotated), but when I use it to comb the hairs, it will only take 1 or 2 of the splines, so it all goes in 1 direction, rather then all outwards from the center, like the splines are.
The splines are all the same, all in one shape, and all have the first vertex in the center.
I have tried re-creating the splines, but it comes out the same.

For long time I am trying to learn a trick in Photoshop. [I am on Photoshop 6 by the way, so please, don’t laugh. I am on Windows XP]
I am talking about background removal. I have thoroughly searched Internet for articles on this topic. I found many ways to remove an object from its original background. All those methods work just great. But, there is one think I never was able to accomplish. I was never able to delete background from within such part of the photo like hairs fluffing in the wind, or hairs ruffled by the wind.
I can easily separate an object with clear edges from its background. But how can effectively remove background from behind hairs on this photos?

Using acad 2010,I'm attaching an XREF to my drawing,But it comes rotated, I saw that in the xrefed drawing the wcs isrotated.I guess if I'll set it to pyre 90 degrees ill get it fixed.
How can I set the wcs to the defult 90 degrees?

Needed to rotate my plan 180 degrees. So I typed in UCS enter then z enter then 180 enter and then plan enter. My plan rotated and it looked fine. I noticed my crosshairs where now green and red. I needed to add more things to my drawings but the lines I was drawing do not look straight - they look bent and the ucs icon doesnt look square. Here's the situation:
I have a tube, approximately 16" O.D., 14" high, and 1/8" thick. This is all a single part.
I'm trying to cut 3.5" wide and 4" tall slots around the top. The number of slots can be 1-6.
I'm driving the size and slots from a spreadsheet.
The orientation of the slots can have the first slot anywhere from 0 to 360 degrees. (FWIW, the spreadsheet redefines 0 and .0001 and 360 and 359.99).
Anyhow, as long as the first slot is between 0-180, it works just great. Once you pass 180, however, the verticals of the sketch flip so it's barely cutting the notch at all.
To make the cuts i've created a sketch off the top of the cylinder and drawn a construction line at 0 and another and put a driven dimension between them to set the correct position of the angle. I think create a workplane off that line tanget it to it's end point. At that point, draw sketch, extrude, etc.
I've also create a workplan off one of the origin planes and the origin Y axis that's perpendicular to the notch (angle driven by spreadsheet and equation in workplanes angle offset). Offset a 2nd plane tangent to the O.D. of the tube, created a sketch, extrude etc.
In both instances, when the angle crosses 180 degrees, the sketch flips on me.
What can I do to keep the sketch from flipping?

This is just a basic block to specify a section plane. What I would like to have is a BPT with 4 rotation options (0, 90 180, 270) that would rotate the whole block but it would keep the text upright and be able to stretch the ends of the arrows. I know I must be including/not including something important. Pointers on how to do this
