Photoshop :: Flashing Windows In Photoshop

I recently had to reformat my computer and decided to try a Photoshop trial to see if it was worth upgrading from my ancient Photoshop 7. I am experiencing a problem where the window with the image I'm working on keeps flashing--kind of a quick white strobe. I have used Photoshop 7 without this problem, but when I uninstalled CS and reinstalled my old copy of 7, the problem persisted. The flashing seems to randomly happen only when I am actually trying to paint/erase/blue, etc.
It does not seem to seriously impact the program itself, but the constant flashing when I try to focus on the image is giving me a severe headache. I have tried everything that I could think to do, but nothing works--is there anything that I can do to stop this?

When I use adobe photoshop, when I perform an action, for example, magic wand, the whole adobe screen goes black, then goes back on. I have a new, fast computer with lots of memory, Window 8.

As in title, in Photoshop CS6 I seem to be getting an awful lot of flashing of the image area. By "flashing" I mean that the area turns completely black for split second fairly often. It seems to be somewhat influenced by my actions, as when i alt-tab out of photoshop with the window still visible, the image area stops flashing.
My PC's specs:
Intel Core 2 Quad Q6600
AMD Radeon HD5770
6 GB RAM
Windows 8
I seem to have found the thing causing the flashing, it seems to only occur when an area of the image is selected.

how to make the Pictures flash? You know when you have a layers of different pictures and then to make them flash? i know you can do it with gimp but i dont want to install it as my computer is slow enough already... is it possible to do it in PS3?

In Lightroom and other programs I own I can click a button to show blown highlights or clipped shadows. I can't find this in PS3 unless I apply a curve or levels adjustment.

I recently had to reinstall my OS (Win 7 64 bit) and after doing the same to my photoshop program, I now get a flashing cursor that changes to a waiting circle. Other post talked about DPI and Java, which I have checked and still have the same problem. I've had the program installed on the same computer without this problem, and the setup is the same with the usual update in drivers.

I have just rendered an animation with moving people trains cars etc. My people were done with populate. They are theonly objects that flash. All other animated objects are fine.

Recently i have been having a problem with Illustrator CC where while im working the top bar, tools etc will flash once for around a second then go back to normal while im doing this sometimes certain objects will be hard to move because of the flickering this keeps happening while working. Its kind of hard to explain really i have tried reinstalling Illustrator that didn't do anything and also resetting my preference which also didn't do anything. Ive tested other adobe products such as Photoshop which work fine no flickering.
I thought perhaps it could be a graphics card problems but tested a few video games and they run perfectly fine.

Out of the blue my screen started flashing menu icons after every command except Save. I had two small files open, went from paper space to model space on one of them and BAM! flashing icons and prolonged lag time while the file went from model to paper space. Then after that every command (except Save) evoked some serious lag time and flashing icons.

I finally managed to capture this phenomenon.... It happens every day, several times a day, but I was never able to capture it until now. Seems to occur when you open and close various palettes, but it's not reproducible on demand.

I finally gave in and applied the LT14 registry "fix" to correct the flashing icons, monster lags, etc...might of fixed those issues (not sure yet) but now when I tap the F8 key to toggle Ortho on/off it also toggles on the Grid (which I do not want). If I keep tapping the F8 key it cycles through turning Grid on/off and turning Ortho on/off.
F7 still works like it should, toggling the Grid on/off.

I have a couple of students whose models are flashing polygons badly when I orbit the panel. It kind of looks like when you have two polygons residing on the same plane, but I checked and that is not the case. The flashing stops when I zoom in on the model. When selecting an object, it becomes transparent (when zoomed out a bit).
The students said this occurred after they brought their model into the student edition, which they have at home, and saved it.
I am at a loss, and visually it is really bad. The renders are fine. Some of their objects have some modeling issues, but the flashing occurs with all objects, even simple ones.

I am trying to make chaser lights on a sign look like they are flashing in sequence. (Like the arrwos you see on the botom of signs) There are 4 seperate drawings with the only changess being in the lights. I've been reading the book and watching the videos but it's still over my head.

I am encountering some frustrating issues with AutoCad 2114 and Windows 8, some examples are as follows.
-Flashing, glitchy, slow selection tool.
-With all snaps on, it seems as though it is harder than usual to get it to respond.
-Rotation of 3D items very slow.
-Items disappear when zoom is used.
-Redefining blocks, the parent block either increases or decreases in size.
-When opening a dwg created on 2007 one dimension moved from original location.
- Drawing extents changes and now longer can be zoomed as before, I have tried the F1 help to define the drawing limits and this has not worked.
