Paint.NET :: Make Snow-white Skin Without Losing Detail?

I am trying to turn my subjects skin into an almost snow-white without losing any details to his face (like lines, texture).
Now I think this could be accomplished using the "colored eye" technique but I feel like there is another way to do this with all the different tools and effects that would be easier.

I'm a complete newbie and I'm trying to design some T-shirts using public domain clip art of old woodcuts and pen and ink illustrations. I want to have them printed by an online site. The trouble I'm having is making the image transparent so that the black line art is solid but the color of the t-shirt shows through. the illustrations are so intricate it is impossible to use the magic wand or erase the white area within the illustration. Is there a simple way to do what I want to do?

I'm sure there must be a way of doing this but I've been fiddling with it for hours. How can I remove, or make a background transparent so that I don't get the white box when I use this on a coloured background.

i am tryen to make my picture black and white with some color.. I figured out how to do it by going to duplicate layers, then blck and white then eraser to what i want colored...BUTTTT when i mess up and i get color in the parts i dont want color HOW DO I fix my mess up?

I'm trying to make the attached icons have a transparent background. Tried just selecting the white space but this causes the edges to look awful on dark backgrounds.
I've also tried the Grim Color Reaper but cannot find a setting that keeps the icon as it is, only making the edge semi transparent.

I have a photo of a building in .jpg format & want to add snow to the roof, etc, including all surfaces where snow would settle - window sills & so on.

I have managed to make a flake in Edge to flash randomly after following a tutorial on lynda.com
My javascript knowledge is fairly limited but I used the following code on a trigger inside the flake symbol I made:

var randomX = Math.floor(Math.random()*maxWidth);

This all works as a randomly appearing flake which doesn't look like snowfall. How to make the symbol float down from the top of the stage and repeated lots of times to look like snowfall?

I'm trying to make a layoout on Revit. I have done sections and plans made on Revit and all is ok. But when I try to create a rectangular detail, such as in Plan, which contains a CAD file, I noticed that since the center of Revit is not aligned with the center of the dwg, the detail is moved and takes up a very large rectangle . When I try to drag the window "detail of Plan" within the table layout, the rectangle occupies the entire sheet.

I have some photographs where the skin of the model's leg is not of uniform brightness. Without blurring it, I have tried the clone stamp but it is very difficult to not introduce further variations in brightness.
What is the best way to make skin uniform in brightness (actually, the same color!)?

I'm trying to make a snow spray effect (you know, when you run really fast in the snow you kick up this fine sheet of snow...) - it's for a signature on another forum :>
But, as a near-nab, and not a lot of experience with the basic brushes, I can't really get a realistic spray effect coming off. Maybe I'm just rushing it too much and not really experimenting with different brushes...

I'm losing a lot of quality when resizing images (I'm using CTRL + R and Best quality resampling).
The images I usually resize have approximately 900 x 900 pixels and they are basically text print screens. I resize them to 80%.
Is there anything that I can do to get images with better quality?

I have no problem using the skin smoothing tool with colour images. However, the tool does not appear to work when I want to use it with B&W images.

I am new to Paint.net, a friend recommended it to me because I told him I wanted to replace GIMP to try and fix a nagging issue with my sprite work.
2. There are so many plug ins for paint.net I don't even know where to start O_O what I'm looking for however, besides what I listed above is this: A free-form rotate tool, A mirror/flip tool and other basic things like that.
3. This is my main question, what I want to do that I can't do in Gimp is be able to Re-size, and rotate png/xcf images without losing data. I know Photoshop can do this in a way but Photoshop is expensive.
Does Paint.net have a similar feature to photoshop, and if so is it A plug-in? and if so which one

I made one image (a landscape type drawing) in one file, and another image (a computer drawn person) in another file. Apparently my original background sizes for the two files were WAY different and when I tried to "paste into new layer" the person I'd drawn onto the landscape image, that person's head covered the ENTIRE landscape! Of course I held Shift, grabbed the corner and tried to downsize the person to fit the landscape.... and lost TONS of detail in the process, leaving my little person looking extremely pixelated and difficult to recognize.
Is there a way to make the landscape and the person fit each other without losing detail?

I have an 8 X 11 image that needs to be shrunk down to about 1" X 1" (it's being put on a poker chip). It's obviously not working.
I know the lines have to be thicker and/or darker so when they're shrunk they don't disappear.
I don't really use graphic's programs, but I know basics. Here is a copy of the image so you know what I'm referring to:

I'm trying to remove skin blemishes like acne but not sure what is PSP x4's equivalent to Adobe's cloning?
It's where you can select an area that you want to fix up and when u drag the mouse anywhere else around the face, it clones that skin over the selected skin blemish.
