GIMP :: Make Album Cover - File Is 3008x2000

I want to make an album cover, the file is 3008x2000. What is the best way to get it in the right dimensions for a CD wallet cover? Do I first edit everything, adding title etc. and then scale and crop it? Or crop and scale it first?
If you look at the picture in the background you see light coming through the back wall, it might be nicer if at least the large light bulbs will be removed and covered by color, any recommendations how to do that?

I'm trying to take the square cd cover image and make a cassette tape cover, or j-card, with that image.
Here's a picture of a j-card template.
Right now all I want is the front cover, spine and tail. I wasn't sure if the templates I found were compatible so i tried to make my own template. What I did was make three separate ones. One for the front cover, one for the spine and one for the tail. I was able to take the square image and use the scale tool to make the image fit inside the front cover. The first problem I had was not knowing if the image quality was good enough to print. It seemed easier to use inches when I made the template and not pixels. So I made the front cover template 4 in by 2.5625 in. I exported the image as a jpg but the final image looked too small. So now I'm not sure how many pixels I need for a printable picture.
Now with the spine and tail most likely I'll just chose a background color and type over it...Artist, Album Name, Song Titles ext. My plan was to use the jpg images I exported and paste them together, then save that final image as a jpg. and print.

I need to do a print job for a album(vinyl) cover, I don't have problem with the art work but I'm not too familair with print, I know I have to do CMYK colours, but what is bothering me is what size do I make a vinyl cover in? I can't find measurements online.

I would like to make a drawing for the cover of the control box for my new CNC. The cover will be 4”x 16” x 1/8” thick Aluminum and will have holes for 8 switches, with letters for the function of each switch, plus 4 mounting holes 1/8” diameter in the corners.
My problem is how to establish the center lines for the switches and the mounting holes. So I draw a rectangle 4”x 16” and then if I want my switches to be 1” above the bottom edge of the cover how do I establish a center line to have all switches lined up?
The same for the mounting holes in the 4 corners. How do I establish the center lines if I want to have each hole 1/2" away from each corner?
How to write the letters for each switch? I was thinking to draw a rectangle above each switch and center the description inside each rectangle. Is this the best way?

I'm trying to make my second ebook cover with GIMP, The ebook is 'The Man in Black' by Stanley J Weyman, and the cover must be 600px wide by 800px high - this fits most readers.
I have cropped a monochrome image to show the head and torso of the Man, and scaled it to 280*400px - though I may want to make it bigger later depending on how the cover looks.
I want this image to be on a black background, with the book title above the image and the author's name below - both in white.
The next step, I think, should be to make a layer 600*800px which I'll color black, then put the book title towards the top of the layer / image and the author's name towards the bottom.
Then I think I'll need to make a transparent area in the middle of this layer just big enough for the Man image to show through, then put the Man image on another layer, then combine the layers.

I started out in Gimp, did some font work. Second, exported file out, to use Microsoft publisher for something. Is it possible to make file adaptable to Gimp again, cause I realize I need to manipulate the font, and put something else in. But I'm guessing once (if I even can) put the file back in Gimp..I'm guessing I won't be able manipulate the font..

I'm trying to make a .gif file using a .wmv file as the source. It needs to be small, about 2 mb or less.
When I first finished the .gif (about 150 frames), the file was much too large. I resized it, used the "optimize" feature, and made it grayscale, but it's still too big.
Now I want to try cutting frames to make the file size smaller. How do I cut every other frame in my .gif?
Alternatively, is there any way to choose the number of frames I want in "extract videorange" (for ex: I want only 10 frames from mark 3:00 to 3:30)?

So I notice in Windows Explorer that some of the videos that I have created show an image of the video. Some show the begining of video which show the title in the cover image of the video. This is when I have explorer set to show medium or large icons. I there are way to setup that up so I can select what would be the image cover of the video file. That would be cool so that I can have the title showing in that image of that video file.

I successfully exported the catalog from my old Vista Computer running elements 6. I imported the catalog to a Sony Vaio running Windows 8.1 . All pics and albums are in the organizer. However I cannot add additional pictures from a file folder in the organizer to an album that is also in the organizer that was previously created in elements 6

I have been learning about Textures and I've been playing around with different ones and so I have come across a great site with lots of Texture files for download ...

Well, the files are small eg: 38x38 and 76x76 and how to create a larger image with these small images. Also, they are in .png format... if that matters.
From what I've read a Texture is a Pattern ... right? So, I have searched the FAQ's, the Manual etc. for things like: How to make a large Pattern, How to use a small file for a large Pattern and so forth but I can't find the right info.
Am I suppose to use them to create a Repeating Pattern? Can I do this and have them be seamless?

today i downloaded gimp 2.8.2 for windows 8, but when i tried to run the installer it downloads halfway and then displays an error message.
it says something in the style of: An error occurred when trying to copy a file. The source file is corrupted.
