Photoshop Elements :: Adding Color To Clipart - Can Only Choose Blacks / Grays Or White

I have a clipart that a friend drew for me that is black and white. I scanned it, added to it and saved it as a .psd. I used a reduced size clipart to add some color. I than decided to add color to the full sized clipart using the bucket tool. The color picker will not allow me to choose any color other than blacks, grays, or white. It worked fine with the first clipart but nothing after. I tried in Elements 6 and just purchased Elements 12 hoping that would be the ticket.
I was wondering whether there is any way to choose the color of the user interface. By this I mean the toolbar, layers panel, etc. NOT the background, I've already figured out how to do that. Right now the toolbar/layers panel is this light grey color, and I'd like to change it so that the entire screen is a dark grey color, just as it is in CS6.
I'm still working on old family photos (it's a long-term project). This one is from my parents' wedding album, and it's an original black-and-white photo from 1952:
Maybe it's me, but I just don't like all those different gray tones, and I would love to get my mother's gown whiter (which it still is, BTW). I have tried a few things to even things out:
- Brightness/Contrast - Threshold, Levels, Curves (I have to admit, I don't know what I'm doing with these; it's sort of hit-or-miss) - Auto adjustments - Fuzzy select to try to get the darker pieces more like the lighter ones, but the adjustments I just listed aren't doing what I want and are hard to see anyway; I thought the Bucket tool might work but I don't know how to use the gray area I want as a fill color.
In a file with several layers, my monitor temporarily blacks out when adjusting colors in a Selective Color adjustment layer. Is there a solution?I changed the Advanced Graphics Processor Settings to "Normal" from "Advanced." Seems better but am I losing performance?

I would like to place a thin white border inside a photo..then I would like to erase a small portion of that border along the verticle side to put my name. I think there is a frame within PSE 11 that does this but I can not find it. I tried to add an example by going to insert photo but I don't think it worked.
I am using Elements 6.0. I want to fade my image to white on the right side of the image. That way I can add text there in the plain white space. I've seen several ways to do this, but none seem to work on 6.0. using 6.0 . I tried a few ways explained on higher versions but I can get it to work.

Is there a way to choose colors outside of the Photoshop application using the Color Picker? Coming from Macromedia Fireworks, I have become accustomed to using the Color Picker tool within Fireworks, which enables you to pickup any color outside of the Fireworks application.
I have seen thrid party tools that let you choose colors from various programs, but they just give you the color scheme and you must type in these color values within Photoshop.
I am working on an ad for a customer and they want moving parts on the ad. I have built the background and text in Photoshop Elements 11. I have two pieces of animated gif clipart to place on the ad. How do I save it so that the pieces of clipart still move after saving?
Is there a way to have Corel Draw X4 automatically convert all RGB colors into CYMK? I've a very complicated clipart and all colors are RGB; I don't want to convert the clipart into a bitmap to change the color mode.
I have an image where i chopped seperate parts of different pictures, desaturated all 4, but on the one, there seems to be more "grays" in the black and white photo... i want the grays to be more black. Messing with the brightness and contrast isnt doing it...
I need to smooth the black lines of a clipart picture (have taken out the colour with colour bucket and wish to use the black outline as a colouring picture for children). The lines left are OK but a bit fuzzy in places, although not broken. Is there a smoothing technique I can use on the lines?
After converting a color photo to black and white, the image that prints out has a sepia tone to it. The image looks black and white on my screen and when I print a black and white image directly from the internet, it prints out in good black and white mode. What adjustment is available to get rid of this sepia tone?
I am a beginner. I am looking at different progams to see which one suits me better and easy to work with. So far adobe isn't easy at all. Is there a way to take a black and white photo and make one thing in the photo in color? I have elements 11.
I want to be able to turn a photo black and white, then add color back in, say for instance a ball turned back to red only. How can I do that in elements 11?
I have a complex (includes tints) clip art object that needs printing in a specific pantone color I just convert it to grayscale using edit>find and replace objects>color mode. then print it as a black plate and just use another color on press.
Today I had to send off artwork to another printer. Dang. How to install a macro. Import clip art to be modified to a new document, do not do this in your working document.
Use Edit>Find and Replace> Find Objects Replace a color model or palette. Next Leave as is except change Replace with color model to "Grayscale" Next>Replace all
Repeat 2-4 for 'outlines' if you have them.There you now have a gray scale clipart, but the fun continues!You'll need to know what pantone color you want to use. Let's say Reflex Blue. Make a square and color it Reflex blue from a pantone palette.Duplicate the square and create swatches at 90% 80% 70% etc down to white.Select these square swatches, then Windows>Color Palette>Create Palette from Selection. Run the macro (Tools>Macros>Run Macros) LimitColors.Posterize select the number of colors in your new palette if you created 10% swatches, go with 11, if you did steps of 20% then you'll do 6 (don't forget white).Run the macro LimitColors.LimitColors and select your new palette you made in step 9.
