Photoshop :: CS2 2 GIGs Ram Still Not Enough To Load

[PROBLEM]:
"Could not complete your request because there is not enough memory (RAM)" trying to save a LARGE .PSD file with 2 GIGs memory.
[DESCRIPTION]
I have a HUGE 60megs PSD file that consists of over 200 layers, along with tons of Folders and Subfolders inside conveniently organizing a very large project for a Client.
The problem is i've reached my limit apparently.. Opening up the file immediately causes the photoshop.exe to use 1.7 GIGS of ram.
Now it seems that can't go any futher in this project since the memory required is nearly the MAX installed and can't get more as I have the MAX 1 GIG per each of the 2 available slots that comes with the motherboard.
There HAS to be a setting I have wrong.. Adobe recommends least 512MEGS of RAM for Photoshop.. Yet I have the MAX my motherboard can hold which is 2 GIGS..
So I am assuming there must be a set up reason? Why couldn't it just use Virtual RAM DISK?
Is there ANYTHING that can be done to stop the out of memory problems???
In fact I can load the file up, then just SAVE IT (Done nothing to the file) and it sends that Not enough RAM prompt.

Motherboard: Asus AI Series (P5S800-VM) with 2 memory slots at a max limit of 1GIG PER slot.
CPU: Intel Pentium 4 CPU (3.0GHZ)
RAM : 2 GIG's (1 GIG per slot installed)

C: = 10 GIGs remaining
D: = 19 GIGs remaining
Computer Loads on C:
- Adobe is on C:
- Adobe Settings - Scratch Disk : First = "D:"
: Second = "None"
: Third = "None"
: Fourth = "None"
- Cache Settings (Levels = 6) (I've tried 1 - 6 but not sure what this does)
- Min Memory used my Photoshop : 40% (705MB) (Again, I've tried all the way to 90%)
I just upgraded recently to a Dell computer running Vista 64 and with 8 gigs memory and thought that would be enough for Photoshop. I worked today for about 2 hours opening raw scenery files in Bridge and making heavy use of the adjustment brush in camera and heavy use of other camera raw tools. Each file that was brought into Photoshop was further modified there and then closed.
When I went to open another file, I was told it could not be done because of a lack of memory. Photoshop was using 5.6 gigs of RAM. Bridge was using another 0.5 gig.
Photoshop is set (left default setting established by Photoshop) to use scratch space on drive C which because I just started with this computer a few days ago has about 500 gigs of free contiguous space. But actually I don't to make much use of scratch space because such use would slow computer down.
Does the 64 bit version just keep taking more and more RAM without releasing any after a file is closed? I gave computer several minutes wait to see if Photoshop would release memory--nope.
Everything ran fine until that error, machine did not slow down at all.
Its annoying to have to close Photoshop because it doesn't release memory.
Are other people finding that the program fails to release memory?
I am using window 7, 64bit with 8 gigs of ram. What is not understood in same results using the batch command, and manually re touching in CS5, but not the same when done in CS6. The results are different in CS6.
I just started to try to clean up my hard drive and using CCleaner I found that I had 70 GIGS OF FILES IN TEMP! most of this is made up of a 55 gig photoshop temp file and a bunch of 300-750 MB photoshop temp files. I am just wondering why these are in there, why they are so big, and if I can safely delete them.
I have a project that suddenly won't load. I have 25 versions of it, I save it under a new file name each time in case I need to go back to an older version.
Trouble is most of the versions won't load! Only the very early versions will load. Some of the later version start to load then disappear.
Hardware hasn't changed on the PC, maybe the video drivers have been updated, thats about it.
I have a second computer that photoshop just won't load on. This has been with both photoshop 7 and CS. I click on the icon on my desktop, it starts to load, then during the process it just locks up and never opens up. I have uninstalled and reinstalled both version several times and nothing helps. Any ideas other than reinstalling my computer and starting from scratch?
PS refuses to load. Instead it immediately uses 95+% of my CPU & displays a message along the lines of ?Cannot import clipboard due to insufficient memory (RAM)?
photoshop goes through it's startup loading brushes, fonts, etc, and then it all disappears like i never even tried to open it. i've tried uninstalling and reinstalling (which won't get past 99% on the "preparing installshield wizard"), I've tried system restore (b/cafter uninstalling it wont reinstall, so restore is the only way to get it back). I got a feeling something's screwed up in my registry, but i'm not techy enough to figure it out.
I can batch process 300 files in Photoshop 6 with windows XP. I cannot do the same files on my laptop with CS5. (error message too many files open at once). I installed both my original version of Photoshop 3 and my full version of Photoshop cs5 but the upgrade of Photoshop 6 will not recognize either one.  How to load Photoshop 6 into my windows 7 environment?
How do I load my CS3 applications? This is the screen I get when I try to load my CS3 applications right after I have downloaded and activated the product. I do not know how to fix this.
Was running photoshop cs2, got new computer running windows 8, can't load old software and can't afford new upgraded software, any versions I can download for free or CHEAP?
So when loading Adobe CS4 it quits after about 10 seconds for no apparent reason. The error is "An unexpected and unrecoverable has occurred because the point you clicked on is not inside the vector mask of a visible layer. i've tired loading some brushes of the internet to do some desgins with brushes on my photoshop cs6 or photoshop cc, every time i do it gives me annoying error message and i can't load any brushes Â
Im running PS CS6 13 x64 on a MacBook Pro with Mountain Lion OS X 10.8.2. I want to load a displacement map but when I'm in the Displace dialogue box and I click OK I get 'Operation could not be completed'.
I have tried every way possible. The short cut, photos, and psd. files and nothing. So I thought, maybe I should uninstall it and reinstall it. Nope! And I even ran Ccleaner, disk clean up and a rgistry cleaner/fixer uper and restarted before reinstalling. It will start to load and then it just drops off with no error message. Not sure what else to try. I have 91% empty space on a 250MB hard drive and more than enough memory so I dont think this is an issue. I havnt made any changes or installed anything that may have caused an issue.
I have just recently run into a problem with my CS3 Photoshop. When I try to go through File> Open and choose a .jpg .gif and even .psd file I get an error message saying: ' could not complete your request because it is not the right kind of document.' When I open in Illustrator there is no issue. Or when I go directly to the file and use Open with, then direct it to Photoshop it opens fine. However, if I need to open another image file I get the error message again.
I was just wondering if there's a way to make Photoshop recognize newly installed fonts. When I install a new font, I have to restart Photoshop several times before I'll see the new font(s) in the list. It seems like there must be a better way.

I cant see a Load Actions button or option anywhere!? I have the actions window on screen with Default Actions there as the only option.
