I have a strange blue line with a white border that isn't part of any layer that won't go away, and its thickness scales with zoom. What is it, what is it used for, and how do I get rid of it?

Not sure when this started happening since the last time I used Gimp was about a week or so ago and everything was fine at that point... Now when I open these ".xcf" files I've been working on in Gimp I see this strange Blue Scribble that is showing in the same location for pretty much all the xcf files I opened.
I went through every layer in the "Layers" window and made each one NOT visible in an attempt to see if it was something on one of the layers, but it remained there even after ALL layers were no Longer visible. I also created a new xcf file, saved it, then re-opened it in Gimp and NO scribble was there...
If I export one of the files showing the Blue Scribble into any other format and then re-opened it in Gimp the Blue Scribble is gone too.
Ok so i have this image (Attached) im trying to remove the blue rectangle and the white rectangle leaving the blue swirl on the white back ground, iv tried using content aware but it comes out really bad, maybe im doing it wrong will some one be able to look at this for me, maybe it came out wrong because i have the blue swirl and content aware doesn't work correctly with it .

This is so interesting.I use ''knockout2, remask3'' for cutting and ''Imagenomic Portraite'' for retouching.That never happened in CS4 32-bit.
Now i use CS6 64-bit and whenever i APPLY an effect/filter (include PS's Refine Edge) or plugin, there happens a strong white border/line on the image.
I can delete it by using so many ways like ''contract'' but it kills the details.
why is that happening?This must be an option or something cuz it never happened in any other photoshops that i used.I used the same plugins.
PS crashed yesterday and now I have blue boxes all over the shop!

Everything looks just fine in Gimp, but when putting the icon on the desktop there appears a white border around my icon. The transparency works within the icon. Im using Windows Vista 32bit. In Exporer it looks like it has a border too.

i have 1000 eps files to work with and i dont have the time to go to each one and change the color from blue to black! all are different shapes so i need a batch command that will keep the white, white and change any other color to black!

I draw a shape layer, in this case a box, and when I do this layer has what almost looks like a drop shadow on two sides, ie the two edges have darker pixels than the shape color. I see the same sort of behavior on an image layer, in this case a photo, where the pixels on two edges, not the same edges, have different looking pixels. There are no effects on these layers.

I must have done something because the clouds that are rendered are black & white not Blue and white. My photo is of course a color image. lower layer: text on white background with a freeform line around the text (this page I created in iStudio, with the text block irregular on both right and left, the black line curving around the text)
All I want to do, before I add the next layer, is highlight that line and make it a little bit lighter (in blackness).
I can see various ways to select the line and its curvature, but I don't know how to lighten the color of the selected line.
I'm having trouble with the book mode. When I arrange two images horizontically on a page there will appear a ugly white seam between the images. When I arrange them vertically this seam do not appear.

I want to place a circle shaped outline border around the original image with a set border thickness and color and be able to crop/remove the portion of the image beyond the outline, changing it from a square/rectangle image to a circular image.
If I am not able to change the drawing to have a round outer border from square, how can I make the outer parts past the newly created circular outline transparent?
I went to use the clone stamp for the first time since installing CS4...it's become very, very weird! A strange squggly line around the brush and some strange visible area appearing under the brush itself whenever you move it anywhere. I don't mind changes but it seems like things get changed just for the sake of changeing them.

Since installing the New GIMP - which looks fantastic - I've discovered a weird lag. When I zoom in to a large image, say 1204x1204 / or the largest size your big digital camera will put out, and try to pan across the image I get this weird, sliced lagging? And I was just wondering if this was normal with the new GIMP, since I never experienced it that I recall in the old versions, or maybe there's something wrong with my computer? (Drivers maybe? Though I updated them semi-recently)

My whites and light grays seem blue. For example, if I create a gradient from white to black, the lighter grays, will seem bluish. (See link)
It's not my monitor or color settings because when I save the images, they export in the correct shade of gray. (See link)
Also, the canvas itself doesn't come up blue. It remains white, like it should. The blues occur in shades of gray such as e6e6e6,
How do I make the blue areas white? I rotated a black and white line art and solid (background) blue areas appeared. (CS3 on XP)

I'd like to change the white background to sky blue, to the left of the woodpecker in this photo I took.
I've been trying selections and then refining the edge with various settings. I've tried a selection with the barely recognizable branch on the bottom left and without the branch in the selection.
Once I have a selection with a refined edge I've been using Image>Adjustments>Saturation to change the color with the Colorize option checked on.
I can't get the white background to light blue without making it obvious. The blue sky and edge of the tree just doesn't look right (I forgot the term).
Would anyone have some advice on how to change the white background to a natural blue sky color and have it merge well with the bark edge? Removing the left bottom branch from the photo would be fine.
I attached the full photo scaled down to 500x375 and a larger section of the left hand side.
I understand the technique for changing colors of an object (New Adjustment level | Hue and Saturation). The question I have is I am trying to change a t-shirt color from Blue to a white color. I have used all the adjustments and cannot get close to white.
