Photoshop :: Skin Softening Software

I'm a portrait photographer and when I do headshots I send around 35 images to the customer in the way of a slideshow.  But I like to do a little touch up of the skin before I send them off.  So I use skin softening software.  I copy the main layer and do the skin softening but I bring the effect down to 70%, flatten the image and save it to a new folder.  I record all this into an action.  But when I play the action it ends up making that softening layer at 100% instead of 70.  Is there a way to get Photoshop to recognize that I only want 70% on that layer?  I'm using PS CS6 extended and Windows 7 with 16 gigs of ram.
