Photoshop Elements :: How To Get Back Lighting Filter

I'm an amateur artist who sometimes used, in Photoshop Elements 9, a filter in the "render" category that could change the lighting. It was terrific for creating things like candlelight, campfire glows, or (in this admittedly amateurish backdrop for my website) sunrises through objects. Now I have Photoshop Elements 12, and the feature has vanished! Is there a legal way to transfer it from 9 to 12, since it's all from the same company? Or would that violate the tampering ban even though it's from one Adobe product to another? If it's legal, where is the filter stored, and where do I move it to? URL...
From time to time I observe the following phenomenon:
I want to apply the lighting filter to a graphic. And nothing happens. The dialogue window won´t open, no effect. Only the history list registers: "lighting effects". I think I remember the problem from earlier versions.
Lighting Filter is not working. When you run the filter the circular ring/point does not appear to adjust the light. It is totally missing. You can adjust the settings but the filter never runs. After attempting to run the filter I tried to go back to my workspace. It would not reset to the default Essential workspace.
The other workspace were OK. I closed and reopened the application and my workspace was restored. I tried running my GPU settings in advanced normal and basic. None of the settings worked.
In Photoshop CS4 and CS5, it's a real PIA to have to restart PS in 32-bit mode in order to use the Lighting Effects filter (FILTER>RENDER>LIGHTING EFFECTS). Has this been addressed in CS6?
I'm very used to using the Lighting Effects Filter which I can't seem to use with files that have gone through Nik software plug-ins. Any video tutorial or other educational material which I can use to find a way to emulate the lighting effects filter? I'm using CS5 V12.1 x64. I'm not a professional so upgrading to CS6 is not feasible.
my PC is windows xp pro 32 bits.... I have just installed Photoshop CS6 and the 3D application and (most important for me) the lighting effects filter don't appear..
I had the lighting effects filter working briefly on CS6 - it stopped. I had getting the driver changed, and it worked again for a couple of weeks. Then there was a problem with windows 7 on the startup - and suddenly something was changed within the computer and the filter no longer works.
When I open a JPEG file from my mark iii into CS6, I try to start a new layer and then add the lighting effects filter. CS6 crashes (the little effects comes up on the screen and the little blue circle goes round and round). Nothing happens, but if I check task manager it says photoshop is not running.
I have windows, 16GB ram, and am using a small percent of my memory.
How do I see if I need to update my video card and how do I do that?
The lighting effects filter is unresponsive. It appears on my images with the accompanying controls in the layers panel. However, when I try to use the on screen controls, they do not respond.
So ive recently got PHotoshop CC, been using it without a hitch for a week. Then the time came to use lighting effects, but turns out they were grayed out:
I dont know why this is happening. Im in RGB mode, with 8 bit/channel. One thing i did notice though is that my graphics card does not show up in photoshop:
I have a Intel Q35 Chipset with 256 MB memory. I have an Intel Core 2 vPro processor running at 2.33 GHz, with 512 MB RAM. My OS is WIndows 7 (32-bit). im trying to complete a project and I really need the Lighting Effects. I'm using Photoshop CC.
I have read all the previous posts about this, and taken all steps. Running WIn7, 64 bit, my video card is 512Mb, drivers are up to date, PS is up to date, I restarted and stil no handles appear in the Lighting Effects filter.
When I choose the Lighting Effects filter, it is always very dark. Depending on the variation I choose the image appears either extremely dim or completely black. See the two screen captures below.
The lighting effect filter does not respond in CS6. I am on a pc with window 7 64 bit. I have 10 gig ram memory with a ATI Radeon HD 4350 graphic card.
I have CS6 on Windows 7 on my PC all 32 bit. The new lighting effects filter is greyed out although the old one is available. On my laptop which is also Windows 7 but 64 bit, the new filter is available. Can I get the new filter on my PC? My video card driver is up to date.
I am using photoshop CS and im trying to use the Filter --> Render --> lighting effect but it is grayed out and I can't use it, as well as the lens flare effect.
When applying the lighting effect filter to a photo I get thin horizontal lines across the image. Not the screen just the image. It does not happen with any other filter and does not happen on other machines. This machine is running VISTA.
I've read all over that the filter only works with an 8bit/RGB file, which my file is, so I don't understand what the problem is. I am attempting to light a smart object (3d bevel and extruded text) that I created in illustrator, and thought that I might just need to rasterize the smart object before the filter would work, but even after I render it and or flatten the image, merge visible, I still don't have the option to use lighting effects!
